While national media attention was focused on events in New Orleans, one must remember that Katrina devastated huge areas from Louisiana to Florida. You will identify research and discuss two (2) areas concerning the specific decision not to implement the entire National Response Plan (NRP) in response to Katrina. Specifically address the decision NOT to activate or use the Catastrophic Incident Annex (CIA). Focus your research and post on the CIA decision issues. A discussion of other aspects of Katrina is not the focus of this post and need not be addressed.
